The Annual Plan is a document compiled by housing authority staff in advance of each new fiscal year. The plan serves as both a tool for the Local Housing Authority (LHA) to reflect upon the prior fiscal year, and as an opportunity to develop a clear and transparent plan that builds on successes, identifies needs, and corrects any issues that have arisen in prior years. Additionally, the Annual Plan is an important tool for tenants, who may use the document to better understand the operations and needs of their housing authority, advocate for changes to policies and procedures, access data about the housing authority, and participate in their housing authority’s governance. download the complete document (PDF format)
1. General Overview
A. Executive Office of Housing and Livable Communities (EOHLC) regulations (760 CMR 6.08) require each
local housing authority (LHA) to have a grievance procedure of which the purpose shall be the prompt and
reliable determination of grievances. The procedure must be available to state-aided public housing, tenants,
participants in the Massachusetts Rental Voucher Program (MRVP) and the Alternative Housing Voucher
Program (AHVP), and to individuals who file appeals pursuant to 760 CMR 8.00 (Privacy and Confidentiality).

This Reasonable Accommodation/Modification Policy and Procedures, comprised of Part A and
Part B, sets forth the policy and procedures of the Stoneham Housing Authority (the "SHA")
regarding making reasonable accommodations and reasonable modifications for qualified
applicants or residents' with disabilities for participation in the SHA programs and activities.
